[penguicon-general] Creative Commons Discount for Program Participants

A lot of presenters do an amazing amount of preparatory work for their
presentations. It involves expertise and can be many hours of work
that they could have spent otherwise. Currently, unless they're a
Nifty or GoH, they pay full price to get into the convention. Now,
what if they could say "here, look at all this work I did to prepare"
and showed us some of it, and we reward them for that?

So that's another way to explain it.
