[penguicon-general] Reported website issue (from yesterdays meeting)

Yes the problem existed for the entire site yesterday but after I
resolved that problem yesterday there was still an enormously long
page load time for just the home page. For now the LJ fead is disabled
until I can figure out what is causing this problem the current
problem.
