[penguicon-general] Penguicon 2009 Budget

I"m very disappointed to not see an investment in the Chaos machine upgrade
in there, and am not sure if thats an oversight or a deliberate exclusion
from the projected budget.  I"m sure that the value of the chaos machine as
a non-sentinent being of baby sitting ability and as a sentient being of
marble madness in its current form will serve its purpose but will not have
the 'bigger and better' mentality that the rest of the con is adapting to.

On a side note chuck, i'm wrapping up my bit on the Whuffie system and how
best to standardize it to match other time and reward systems in place by
other cons while maintaining the uniqueness of the original image.
