Not really as both criteria are judgment calls.  Example:

Yeah, the prices are moderate, but decent food?  Years ago but not now.

While it may not be the BEST food there is, it's still food.

Two people with two different opinions.  Who's right?  Best thing to do
is stick to the facts:  What, where, genre, price range.
