As someone who deals with this in business I squash such designers in
front of the folks that pay them, it's really really easy to stop this:

"So...  you are telling me that we are paying you to design a web page
that will only reach a subset of the possible customers because you want
to right it specifically for one browser?   Should we pay you less
because we get less, get another developer or did you want to rethink
your stance".

Works every time (assuming you do it in front of the folks that are
paying for the developement with the idea of making money, they want all
the money then can get).
