[penguicon-general] Penguicon.org linking policy

IMHO, it's much better to give blanket permission, and provide appropriate
logo's, with some hope that we can maintain some idea of where / how out
logo and URL is used, rather than simply saying nothing.
I acknowledge that the concept of controlling where / when ones URL is used
is a bit of an outdated concept, but it costs us nothing to freely allow,
and provides an avenue to anyone wondering if they should.
Why would we delete it?
