Same thing happens on Windows also.  Some manufacturers don't update
their drivers for existing hardware in order to force you to buy new
hardware.  A friend of mine was using an XP driver for a Belkin
wireless card on Vista beta.  When he upgraded to the final version he
also obtained the latest driver and found that it refused to even
install.  It's obvious there is nothing in the hardware that prevents
it from working but he didn't keep a copy of the old driver.  He
bought a new Belkin kit thus rewarding them for their behavior.

There is a nasty bug in the Ubuntu Feisty  that keeps USB scanners
from working correctly.  Suspend mode support in the kernel turns off
the scanner too quickly so you have to keep it active with
scanbuttond.
