[penguicon-general] open call for programming

Umm... well... there isn't really an official Penguicon RSS feed... the
closest thing would be to add the LJ community to your RSS reader.  Now, for
a while, we were just using my personal "all things penguicon" rss feed,
which you guys are all perfectly welcome to use.. just realize there's
nothing official about it.
