[penguicon-general] open call for programming

We need another "Flirting For Geeks" panel... even though we have had it in
the past, it has lessons that need to be repeated!  Plus, we get new
attendees.  Plus, I had people ask me at the last Penguicon why we didn't
have one scheduled.
