It was strictly those who committed with the Programming team in
advance and were on the list I gave to the registration person.

I was careful to use the term "Program Participant" instead of
"panelist" or "presenter" since so many events weren't panels or
presentations. In fact, since Clark Rodeffer ran the Game track
independently and reported to registration independently, my list of
one hundred only included a few of our dozens of game masters!

If we include concom members, masquerade contestants, unscheduled
guitarists/singalongs, room party hosts, on-site volunteers, BOFs,
Chaos Machine constructors, and LN2 ice cream preparation minions, the
actual level of participation was probably closer to fifteen or twenty
percent of the attendees!
