[penguicon-general] Raffle reminder!

No no no... this isn't a sign up sheet.  Ops will have raffle tickets to
sell: they will have a roll of tickets and a cashbox, but no sheet
necessary.  You don't have to do anything for this:  I'm handling all of
it.  :)
