Most sf conventions try to book their guests 1.25-1.5 years out; that
gives enough time to publicize them at the previous convention.  It is
not at all uncommon for conventions to book guests less than one year
out; I've seen plenty of flyers that say "GoH: TBA".

There are a very few people who do generally need to be booked several
years in advance; Penguicon has already had at least two of them (and
I don't know how far in advance they were booked).

Penguicon is in a very interesting position: it can get people who are
interested in the crossover, who wouldn't otherwise be reachable by
such a small convention.  I think that's likely to include more of the
people who are interesting for the crossover, rather than just "big
names in SF".
