[Penguicon-Concom] the artist's alley

Who's in charge of the Artist's Alley?  I've forgotten and can't find it
right now.

Also, what's the deal for participating in the alley?  I recall we're
charging for it but how much and do they get a badge with that like the do
in the dealer's room?
