[Penguicon-Concom] [penguicon-general] Danger!! I've been thinking

What if it were an event where participants donate a specific amount of
money (the same for everyone), in return for which they get a stack of
poker chips?  The winners, as determined either by ranking or by total
chips held, then get prizes and/or can determine the recipient of the
proceeds.  (Everyone gets ribbons.)  Some of the details would depend
on the format used, of course.

Would this give enough leeway, or would it still be considered
gambling?  My hope is that a donation with no cash return would put it
more in the realm of a raffle, but I expect it isn't as simple as that.
