[Penguicon-Concom] Penguicon 2009 Site goes Live

In Firefox - the black on the side bars are only as tall as my screen, once
I scroll down the black doesn't continue, the whole background is white.
(Screen resolution is set to 1280x1024.)  I would wager this is the "fold"
being referred to as it does almost look as if you folded a piece of paper
right there.

In IE - it looks just fine, after a screen's length of black on the sides it
turns to gray for the rest of the page.

In Opera - it looks just fine but rather than going gray after one screen's
length it stays black.

In Safari - the sides go white just like they do in Firefox 2.x
