[Penguicon-Concom] Milholland and Advertising

I would highly suggest that if we do offer this to Randy, that the
board/concom/whoever sits down first and decides how much advertising they
are willing to buy... so I would have an exact amount of days to offer to
Randy.  Also, will we only be advertising with S*P if Randy comes back, or
will be do some (maybe less) advertising regardless?
