My formal proposal is as follows:
Announce on the website on the registration page, on the blog, on the
general list, etc, that Penguicon is going to institute a EULA that we will
ask people to sign. Anyone who purchased a badge before the date we
institute this and no longer wants to go to the convention because of our
EULA, we'll refund their money. Anyone who registers after the announcement
(and we'll announce this as well) who, at the con, decides they won't sign
it will not get their money refunded.
We will also provide a copy of the EULA on the website prior to the con, in
fact, at the time of announcement. I think that for the EULA we ought to
start a thread in which everyone adds suggestions as to what should be
included, we have Steve Gutterman and Garrett Kajmowicz write it in nice
legalese (complete with Legalese to Geek translation available), but then
have them sign and date it when they pick up their badge at the con so we
can compare signed name to ID name.
My idea is that it would include: at Penguicon there may be weapons,
firearms, profanity, scantily clad girls (and men) and alcohol. We may take
pictures or video take you and reserve the right to use these materials for
Penguicon promotion without paying you a royalty. If you get hurt, an STD,
or die, it's not the fault of Penguicon."

YES! The microsoft of conventions.
In all seriousness, though, if we have a form that says "agree to all of
this now or go get your refund and b'bye", I don't think it's a problem. If
it's in tiny print. In a foreign language. And has draconian terms.

Would their membership be revoked if they refuse to sign an end user
license agreement which is sprung on them after they've already made
their purchase?
