[Penguicon-ConCom] Minutes

I see a few people have already volunteered to help with registration. 
That's great, and I'm happy to have them.  But if they're efforts end up 
needed elsewhere, I'm pretty good at recruiting people to help me out 
when I'm running a department, so don't worry too much about filling 
those spaces.
