[Penguicon-Concom] Hotel Update

Gerald is investigating alternative dates. But this process includes
the following steps:
a) ensuring that alternative dates are available at the hotel.
b) ensuring that our GoHs that have already been invited are able to attend.
c) deciding on a new date if do-able
d) changing the date and broadcasting that
e) informing folks who have already pre-reg'd that the date has
changed, and potentially refunding anyone who can't now attend.
So, yeah while this needs to happen soon, it ain't gonna be easy
should we change dates.
