First I've heard of it. I'm a little confused what you mean, though.

Because changing con chair every year is no excuse for changing the people
under the con chair every year?

Penguicon 4 is over. He can't have replaced you as P4 concom because there is
no more P4 concom, the positions expired. You're announcing publicly that
you weren't appointed to a P5 concom position you expected to get. You also
didn't win an Oscar this year.

The new con chair assembles a new concom to help them run the convention.
Generally drawing from the same pool of people, but it's a good idea to put
them in different jobs for the same reason we switch the con chair each year.

Year 3, the con chair didn't ask me to do _anything_. I wasn't in his pool of
people. And that was his perogative.

So you want power, not the opportunity to do work?

I brought the liquid nitrogen this year on my own, paid for out of my own
pocket, and didn't even get reimbursed. I also bought the first round of ice
cream ingredients (although the con was nice enough to buy refills). In a
lot of ways, that was totally unauthorized LN2 ice cream. (I certainly
didn't ask or receive anybody's permission to throw some in the pool.)

I still don't think I really understand the difference between concom and
staff. A few top level people (con chair, treasurer) have to handle money
and contracts. Below that, people are doing specific things (panels, con
suite, masquerade, advertising, travel...) Do I have to get authorization to
promote Penguicon at ConFusion? If I manage to throw together a room party,
will it be an _unauthorized_ room party?

I did just ask for flyers, because I haven't got any and suck at graphic
design. But if I get a PDF I can probably print some. (Single sided,
anyway.)
