[Penguicon-Concom] Set up appropriate to Technical conferences

It's not that we're strapped, but that we need to be frugal.  We are
still awaiting a full accounting on how we did this last year.  My
understanding is that we made money, but we're only talking a few
thousand more than we had before.  So, when considering another GoH,
we have to look at the full cost -- transportation, meals, room --
which is potentially $1000 per GoH.  $150 for 1,000 gimme pens is not
an unbearable expense.  Now if we do that 10 times, it's a different
story.
