[Board] Update of bylaws to address new meeting schedule.

I'm proposing to update the bylaws to go from this:

Section 7. Regular Meetings 
Regular meetings of Directors shall be held on the second Saturday in May at
3:00 P.M., unless such day falls on a legal holiday, in which event the
regular meeting shall be held at the same hour and place on the next Saturday. 
A different date in May may be selected by the Chairperson provided that all
directors are notified at least 45 days in advance in the manner used for
Special Meetings.


To this:

March, June and September at 3:00 P.M., unless such day falls on a legal 
holiday, in which event the regular meeting shall be held at the same hour 
and place on the next Saturday. A different date may be selected by the 
Chairperson provided that all directors are notified at least 45 days in 
advance in the manner used for Special Meetings.


Any thoughts?  Also, do we want to keep the listed meeting time or set some 
other time?
