[Board] Point for discussion: Closed Board list?

I believe the Board list is currently a closed list, or otherwise
technologically or gatekeeper limited.

1.  What form is this limitation taking?

2.  While there were doubtless valid reasons for it in the past, do we still
need that limitation?
