[Board] Web Hosting

I'm leaving this up to the board as the final decision.  My only
concern is some of the outages that have occured.  We've been good the
past couple months, but we don't need failures the closer we get to
the con.  So, I'm not too concerned where we go, so long as it's
reliable.   And now would be a good time to get things set up, tested
and then pushed over to the new site.
