[Board] Anne Murphy on the Board list

Matt:  Thank you for bringing this up.  You've helped me realize that
there's a meta-issue about this that I need to bring up with the Board.

Board folks:

This has come up often enough in the last year or so that I think we need to
discuss what, if any, policies and/or procedures we feel a need to have
about Board email list membership.

Do you folks have any thoughts about the whos, hows, and whens of adding
people to the Board discussion list?
