Why not make the con chair job a board position, that way the con chair can have a vote on the board for things for the con that need board approval minus those things that the con chair would be specifically bringing before the board. This way you only need to fill two empty spots and the outgoing chair can also be involved in the nomination and voting process for the new con chair. After which point he/she can either chose to remain on the Board to fill any possible vacancies or steps down.

A few of the people on my mental "has potential" list are:  Chuck, Aaron, Matt, Garrett.  I'm sure there are others who aren't occurring to me right off the top of my head.
